Tullo Road over West Branch of Middle Brook, Bridgewater Township

Construction Announcement

This project’s construction contract was awarded to CMS Construction Inc. on January 28, 2025.  A Pre-Construction Meeting will be held in late August 2025, prior to start of work.

The Tullo Road Bridge, located approximately a half mile south from the intersection with Washington Valley Road (CR 620), will be fully closed to pedestrian traffic for replacement of the bridge and reconstruction of the approach roadway.  The Project Location Map can be viewed here.  The bridge has been closed to vehicles since September 2021 due to damage from flash flooding from Tropical Storm Ida. Local access to residential driveways will be maintained.

Construction activities are scheduled to begin on or about Wednesday, October 1, 2025, at which time the segment of Tullo Road will be closed to pedestrians, bicyclists, etc. for approximately two and a half months.  Advance notification signs indicating the start of this work will be installed near the project site approximately two weeks prior to start of work.

[UPDATE 10-21-2025] PSE&G gas main relocation work was completed on October 17, 2025.  The Contractor mobilized on October 20, 2025 and bridge replacement work is currently underway.  Updates will be posted as work progresses.

Project Description

County Bridge No. G0907 carries Tullo Road over West Branch of Middle Brook in the Township of Bridgewater.  The bridge’s original construction date is unknown.  The structure is a single span, steel stringer bridge with sister timber beams and a timber deck supported by stone masonry abutments.  The sister timber beams were not part of the original construction and were added to the superstructure at a later date by the County.  The structure provides a 14.2’ roadway width (guiderail to guiderail), providing a single lane for two-way traffic with an ADT of 25, per traffic counts performed in 2014, for access to several properties at the dead-end portion of Tullo Road.  Also, a locked access gate provides emergency access to Tullo Road from the south.

The overall physical condition of the structure is poor due to the condition of the superstructure.  The poor rating of the superstructure is due to sever corrosion and excessive section loss in the web and both flanges of the original steel stringers.  The substructure condition rating is fair due to areas of deteriorated and missing pointing with minor bulging in both abutment breastwalls and integrated wingwalls.  The structure is classified as structurally deficient and is currently posted for a 3 Ton gross weight limit.

The current bridge was closed indefinitely in September 2021 due to extensive damage to the stone abutments, beams and deck from flash flooding from Tropical Storm Ida.  The Township opened the access gate at Totten Drive for resident access south of the Tullo Road Bridge.

The purpose of this project is to restore the structural capacity of this bridge by total replacement of the existing structure.  The proposed bridge will be a single span glued laminated timber panel bridge with timber railings and will serve local traffic and provide access for emergency vehicles.  The proposed structure will remove the bridge from the structural deficiency classification.

This project is funded by FY2021 NJDOT Local Bridge Future Needs grant.
