The County Administrator/Clerk is responsible for the day‑to‑day operation and supervision of county departments and projects, the implementation of the Board of County Commissioners policies, and representing the Commissioners in many internal and external matters. The County Administrator is appointed for a five-year term.

The Clerk is responsible for coordinating and preparing for County Commissioner meetings, including:
- meeting scheduling, preparation of agendas, and correspondence to Commissioners.
- attendance.
- recording votes and actions.
- processing of all resolutions and ordinances and forwarding to appropriate entities.
- and required legal advertising.
The Clerk also acts as the depository of vital county documents, including resolutions, ordinances, contracts, bonds, minutes of meetings, and insurance policies; and as custodian of the official County seal and affixing it to appropriate documents. The Clerk also serves as the designated Keeper of the Records as required by the Open Public Records Act (OPRA) and is responsible for handling all requests for official records of business of the County of Somerset that are releasable under the OPRA law.

The County Counsel manages all routine legal matters for the county, coordinates the work of special counsel for certain areas, and participates in discussions of major projects requiring a legal perspective. The County Counsel is appointed for a three-year term.
