The Somerset County Office on Aging & Disability Services is the local agency for ensuring seniors (60+), adults with disabilities (18+) and their caregivers have easy access to information, long term services and supports. To remain independent and active in the community the office is a designated Area Agency Aging and Disability Resource Connection (ADRC), designed to streamline access to long-term care support services, health promotion, and education.

The Community Development Office manages three federally-funded grant programs that provide support for housing and community development projects in Somerset County. They are: the Community Development Block Grant (CDBG), the HOME Investment Partnership Program (HOME) and the Continuum of Care Grant. The division also manages the Homelessness Trust Fund, which is funded by a $5 fee that is added to the charge to record certain documents at the County Clerk’s Office. Eligible municipalities and non-profits can apply for all of these grants. For-profit housing developers can only apply for HOME funds. Grant fund recommendation are made by committees that review applications submitted in response to an RFP Process that is posted on the Somerset County Purchasing webpage. Recommendations must be approved by the County Commissioner Board.
All of the division’s grants must provide a quantifiable benefit to low and moderate income county residents.
Greater Raritan One Stop Career Training Services Centers
New Jersey's One-Stop Career Centers are designed to be the first-place job seekers start for services. They are staffed with qualified employment counselors to provide guidance for jobseekers. Greater Raritan One-Stop Career Center services include: assistance with navigating resources and counseling; Jersey Job Club workshops; connection to literacy classes and HSE preparation; connection to the job training services offered by the Greater Raritan One-Stop Career Training Center; Re-employment orientation; interview and resume assistance; and tuition waiver information. On-site services include public computers, Internet access; telephones, copy machine, and a room where employers can interview job seekers. Specialized service connections are available for individuals with disabilities, mature workers (55+), displaced homemakers, veterans, returning citizens, and youth (ages 16-24). The One-Stop Career Centers are open for walk-in visits but appointments for in-person career counseling may be made here. The Intoxicated Driver Resource Center (IDRC)

Operates a 12-hour education and screening program for persons convicted of alcohol or drug-related driving or boating offenses. The IDRC detains, educates, and screens all participants. Based upon screening criteria, participants may be referred to a substance use treatment provider for further assessment. If assessed and treatment is recommended, the IDRC will monitor enrollment in treatment services. The IDRC is also responsible for reporting non-compliance to the sentencing court and the New Jersey Intoxicated Driving Program (IDP).

Under the Somerset County Department of Human Services, is responsible for ensuring the fiscal and programmatic management of youth detention and youth intervention programs under contract to Somerset County. OYJ actively explores ways to address the ever-changing needs of at-risk youth and families in our community. In addition to the youth detention contract, OYJ operates six community-based programs: Home Detention Program (HDP), Advanced House Arrest (AHA), the Intensive Case Management (ICM) program, Advanced Station House Adjustment, the Question & Answer Line (QAL) and the Firewatch Program.

Provides outpatient behavioral health services to children, adolescents, adults, and older adults. Services include individual, family, group therapy and creative arts therapy for those struggling with life challenges, mental health, substance use and gambling issues; CARE – outpatient and intensive outpatient (IOP) treatment for individuals struggling with co-occurring substance use and mental health; Psychiatric Evaluation and Medication Monitoring; Medication Assisted Treatment for those in recovery from substance use; Touchstone - adult day program for individuals with a serious mental illness; Employment Works - supported employment program assisting individuals with mental health challenges integrate into the competitive workforce; PATH - outreach program for individuals that are homeless or at risk of homelessness and struggle with their mental health; Options - 26-week program for those seeking to end intimate partner violence; Reach 4 Recovery - community based recovery support program to assist individuals and their families in developing skills to improve overall health, build a peer/support community and address ambivalence in their recovery; Wellness Groups are offered in addition to our wellness/fitness room which has stationary bikes, treadmills and a rowing machine. Rutgers Cooperative Extension (RCE) helps educate the diverse population of Somerset County using science-based knowledge focused on issues such as agriculture and the environment; management of natural resources; food and nutrition; chronic disease prevention; healthy lifestyles; volunteer management, and youth development. Rutgers Cooperative Extension utilizes volunteers and collaborates with other organizations to conduct outreach in these areas as well as provide a host of other services for residents of all ages.

Provides counsel, information, and referral to county veterans of military service and their families. Assists with the application process for benefits from the Veterans Administration and other federal and state agencies. Orchestrates the issuance of internment memorial markers and grave flags. Maintains a close relationship with county veterans’ organizations. Provides assistance for memorial and patriotic ceremonies.

Volunteer Services connects people who want to volunteer with fulfilling and meaningful service that uses their talents and experience to help people in need. These volunteers work in programs and agencies that provide free help to residents in need, whether that be a senior, some with disabilities, a student struggling in school or a family that needs support. Some of our programs include The Handyman Program, SHIP (helping people navigate Medicare), The AARP Free Tax Preparation Program, The Tutoring + Program, Fall Leaf Clean-Up. Ther are even more opportunities with our many partner organizations that provide all kinds of service such as food banks, environmental programs, art, health, youth & senior support programs and more.

The Planning and Program Unit oversees the various boards and commissions related to youth at the County level. The boards and commissions assess and coordinate efforts between government, community stakeholders and citizens for the benefit of Somerset County youth. The boards and commissions rely on engagement with youth and families, utilizing data, provide trainings on youth related topics and develops policies, programs and services to meet the needs of Somerset County youth. The following boards and commissions are supported by the Office of Youth Services: County Interagency Coordinating Council (CIACC), the Youth Services Commission (YCS), the Municipal Youth Services Commissions (MYSC), the Commission on Child Abuse and Missing Children (CCAMC) and the Juvenile Detention Alternative Initiative (JDAI). The Family Crisis Intervention Unit (FCIU) provides immediate intervention, assessment, family therapy, and case management services for children and families in crisis as a result of any of the following: youth-family conflicts, runaway behavior, human trafficking, or truancy and school avoidance. Services offered are on a sliding scale fee and bi-lingual services are available.

Six (6) Somerset County-operated senior wellness centers offer a nutritionally balanced lunch, Monday through Friday, for a suggested donation of $2.50 for anyone age 60+; the cost of lunch for those under 60 is $8.76. Menu choices include a hot meat-based or meatless entrée or a cold meat-based or meatless boxed lunch. Please make reservations prior to 10 a.m. on the previous business day. Interested residents can call the Somerset County Office on Aging & Disability Services at 908-704-6346 to find the center closest to you.
Home Delivered Meals are available to home-bound individuals aged 60 and over who are unable to prepare meals for themselves and have no assistance from someone in their home. An added benefit of the home delivered meal program is that meal delivery drivers check in with the meal recipient during each meal delivery. The Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) is a federal assistance program that provides supplemental nutritious foods, nutrition education, breastfeeding support, and referrals to health and social services for low‑income pregnant, postpartum, and breastfeeding women, as well as infants and children up to five years of age who are determined to be at nutritional risk.

Financial Assistance programs including Temporary Assistance to Needy Families (TANF) / Work First NJ (WFNJ), SNAP (food stamps), General Assistance, Medicaid, and Emergency Assistance. Emergency assistance may take the form of temporary emergency shelter, food, and in some cases clothing and household furnishings for homeless persons who are eligible for TANF and/or SSI under certain circumstances. This assistance is also available to TANF and SSI recipients who are victims of domestic violence. Temporary emergency shelter, as well as assistance with rent, security deposits or utilities, can also be provided for certain homeless persons who are not recipients of the above programs. The type and amount of assistance given depends on the availability of funds and the ability to provide a more long-term solution to the problems of homelessness.

Family Financial Stabilization Program includes financial assessment, outreach, advocacy, intercession with creditors, and budget counseling. Administration of HUD grant funding to local agencies to prevent homelessness, monitoring of contracted agencies, collection of demographic and statistical data about the local homeless population, and supplemental rent assistance to working households for up to 15 months. Various community outreach events, needs surveys and donation efforts are conducted.

The Somerset County Office on Aging & Disability Services (OOA&DS) ensures seniors, adults with disabilities and caregivers have easy access to services, resources and basic information (such as where the local senior center is). The OOA&DS provides information, assistance, outreach, screening and options counseling to access services.
The OOA&DS uses NJSave, which is one application seniors and individuals with disabilities can use to get help paying Medicare premiums, prescription costs, and other living expenses. NJSave enrolls eligible applicants into the following programs: Pharmaceutical Assistance to the Aged and Disabled (PAAD), Medicare Savings Programs (QMB, SLMB, QI), Senior Gold Prescription Discount Program, Lifeline Utility and Tenants Assistance and Hearing Aid Assistance to the Aged and Disabled (HAAD).
The NJSave application is also used to screen individuals for numerous savings and assistance programs such as Medicare Part D’s Low-Income Subsidy (LIS), Universal Service Fund (USF), Low Income Home Energy Assistance Program (LIHEAP), Supplemental Nutrition Assistance Program (SNAP), Property Tax Freeze and more. The Greater Raritan Workforce Development Board (GRWDB), in partnership with the Board of County Commissioners of Hunterdon and Somerset counties and in collaboration with an all-volunteer community board, is responsible for oversight of the Greater Raritan One-Stop local workforce development system. As part of its responsibilities, the GRWDB plans programming and allocates funding provided by the U.S. Department of Labor and New Jersey Department of Labor and Workforce Development. The career-related services available from a variety of local, county and state partners support employers and job seekers, including the unemployed, underemployed and different special populations, in the two-county area. Free virtual and in-person resources for community members include career workshops, job search and job listings, resume reviews, career-coach consultation, SkillUp Greater Raritan, an online learning portal, and an AI-powered Resume Portal. New Jersey's One-Stop Career Centers are designed to be the first place job seekers start for services. They are staffed with qualified employment counselors to provide guidance for jobseekers. Greater Raritan One-Stop Career Center services include: assistance with navigating resources and counseling; Jersey Job Club workshops; connection to literacy classes and HSE preparation; connection to the job training services offered by the Greater Raritan One-Stop Career Training Center; Re-employment orientation; interview and resume assistance; and tuition waiver information. On-site services include public computers, Internet access; telephones, copy machine, and a room where employers can interview job seekers. A displaced homemaker is defined as an individual who has not worked in the labor force for a substantial number of years but has, during those years, worked in the home providing unpaid services for family members and has been dependent upon the income of another family member but is no longer supported by that income and:
- Is receiving public assistance because of dependent children in the home but is within one year of no longer being eligible for assistance; or
- Is unemployed or underemployed and is experiencing difficulty in obtaining or upgrading employment; or
- Is at least 40 years of age, an age at which discrimination based on age is likely, and at which entry or reentry or advancement in the labor market is difficult.
A survivor of Domestic Violence is also covered under this legislation. Although historically these programs only served women, at this time the programs also serve men.
The Displaced Homemaker Programs offer support groups, educational short-term certifications, computer skills, financial management, resume writing, job search, and other related workshops to help individuals become economically self-sufficient.

The goal of APS is to connect these “vulnerable adults” with services to ensure their safety and well-being, allowing them to continue to reside in the community, free of risk or harm. Financial Assistance programs including Temporary Assistance to Needy Families (TANF) / Work First NJ (WFNJ), SNAP (food stamps), General Assistance, Medicaid, and Emergency Assistance. Emergency assistance may take the form of temporary emergency shelter, food, and in some cases clothing and household furnishings for homeless persons who are eligible for TANF and/or SSI under certain circumstances. This assistance is also available to TANF and SSI recipients who are victims of domestic violence. Temporary emergency shelter, as well as assistance with rent, security deposits or utilities, can also be provided for certain homeless persons who are not recipients of the above programs. The type and amount of assistance given depends on the availability of funds and the ability to provide a more long-term solution to the problems of homelessness.
