Somerset County Continuum of Care FY2025 Application Notice

FFY (Federal Fiscal Year) 2025 Continuum of Care (CoC) Application and Funding Update

As of January 13, 2026, the U.S. Department of Housing and Urban Development has rescinded the NOFO for FFY 2025 funds and will instead auto-renew grant awards that were made as a result of the FFY 2024 NOFO unless a community wants to reallocate FFY 2024 funds. In this case, the community would have to submit a new competitive application that complies with updated CoC grant requirements and policy changes. The Somerset County CoC Executive Committee met on Friday, January 16, and voted not to reallocate any eligible funds, thereby enabling autorenewal of FFY 2024 funds. As a result, the Somerset CoC will not accept applications for new projects at this time.

The Somerset CoC will release additional information about new project funding and a local application process when the FY2026 NOFO is released or if HUD changes their guidance for FY2025.

On Monday, December 8, 2025, HUD withdrew the FY2025 NOFO, removing it from the grants.gov website, shortly before a scheduled hearing regarding the lawsuits that have been filed surrounding the NOFO.

Given these developments - and the uncertainty surrounding the next steps at the federal level - the Somerset CoC is temporarily pausing the FY2025 local application process for CoC funding until the court provides further direction or HUD reposts the NOFO. The CoC is NOT accepting any project applications at this time.
