The Community Development Office manages three federally-funded grant programs that provide support for housing and community development projects in Somerset County. They are: the Community Development Block Grant (CDBG), the HOME Investment Partnership Program (HOME) and the Continuum of Care Grant. The division also manages the Homelessness Trust Fund, which is funded by a $5 fee that is added to the charge to record certain documents at the County Clerk’s Office. Eligible municipalities and non-profits can apply for all of these grants. For-profit housing developers can apply for HOME funds. All these grants are awarded by committees that review applications submitted in response to an RFP Process that is posted on the Somerset County Purchasing webpage.
All of the division’s grant must benefit low and moderate income county residents.

- Serves the 21 municipalities of Somerset County and its residents through the administration of Federal and County-funded programs that address affordable housing and community development needs.
- Provides technical assistance to program applicants, monitors grant recipients for compliance with federal regulations and processes reimbursement payments for program-related expenses.
- Prepares status and evaluative reports for submission to the U.S. Department of Housing and Urban Development.
- Provides guidance and resources to clients about local non-profit agencies and current programs.
